Position Summary
Omni Circle Group is seeking a motivated and community-focused Small Business & Entrepreneurship Program Manager to lead initiatives that strengthen Topeka’s inclusive startup ecosystem. This role will oversee two key pillars of our work—Creation (entrepreneurship and small business development) and Coworking—with responsibility for delivering training, technical assistance, and collaborative programming for local entrepreneurs.
The Program Manager will work closely with the CEO and play a crucial role in developing systems, partnerships, and space activation strategies that support the organization's long-term growth. Key Responsibilities:
1. Entrepreneurship & Small Business Program Development

  • Lead planning, delivery, and continuous improvement of education and training programs for emerging entrepreneurs and small business owners
  • Collaborate with community partners to connect participants with funding, mentorship, and resources
  • Build and manage a program calendar that includes workshops, coaching opportunities, and cohort-based initiatives
  • Ensure programs prioritize and serve underrepresented entrepreneurs, including BIPOC-, women-, and veteran-owned businesses

2. Startup Ecosystem & Community Building

  • Support the growth of a thriving, inclusive startup community in Topeka
  • Develop engaging public events, networking opportunities, and collaborations with local business support organizations
  • Represent Omni Circle in local and regional convenings related to entrepreneurship and small business development

3. Coworking Space Management

  • Oversee coworking operations, including member relations, private office rentals, and shared workspace use
  • Foster a welcoming and productive environment for entrepreneurs, freelancers, and community partners
  • Collaborate with the CEO and CFO to manage coworking-related budgets, goals, and earned income strategies

4. Organizational Collaboration & Leadership

  • Supervise program staff, contractors, and volunteers connected to the Creation and Coworking pillars
  • Track program outcomes and provide timely reporting for funders and internal leadership
  • Support grant writing and fund development efforts related to small business and entrepreneurship initiatives
 

Qualifications

  • Education: Bachelor's degree in Business, Public Administration, Economic Development, or a related field required; Master’s preferred
  • Experience: At least 3 years in program management, business support services, or a related role with community, public sector, or nonprofit organizations
  • Strong organizational, communication, and facilitation skills
  • Demonstrated ability to manage multiple projects, coordinate stakeholders, and work both independently and collaboratively
  • Passion for community-based economic development and inclusive entrepreneurship
