About the Port of Bellingham
The Port of Bellingham is a Washington State special purpose municipal corporation serving all of Whatcom County. It is a unique organization that makes significant contributions to the local community through leveraging its resources by directly participating in revenue-earning lines of business, as well as by capitalizing on its strategic assets through special public agency powers.

By using combined expertise in both the business and government sectors, the Port has a role in job preservation and job creation, as well as a role in the operation of transportation facilities for seaports and airports. JOB SUMMARY

The Grant Administrator is responsible for identifying grant opportunities, preparing grant applications, securing grants, and monitoring the management of approved grants in functional areas. This position falls under our Finance department and collaborates with the Senior Accountant and other staff on financial compliance. The position is also responsible for collaborating across the Port with varying staff and departments on their respective grant opportunities. The Grant Administrator must exercise independent judgement and a high degree of professionalism in the investigation of Port needs, identification of available programming, and securing of grants. This position may also be assigned special projects.

ESSENTIAL FUNCTIONS

  1. Researches, applies for, administers, and monitors federal, state, and local grants in accordance with applicable standards, regulations, and guidelines.
  2. Interacts with funding agencies of all kinds to ensure compliance with expenditure, funding, and accountability.
  3. Acts as lead on Title VI Committee.
  4. Works in close conjunction with departmental directors and managers to conduct needs assessments and identify projects for grant funding.
  5. Prepares grant applications and proposals for submittal; including writing, reviewing, and editing grant applications. Coordinates with contractors regarding same.
  6. Writes compelling proposals and correspondence with supporting documents to apply for complex financial assistance.
  7. Reviews and negotiates terms and conditions, compliance requirements and oversight responsibilities.
  8. Maintains master list of all funding sources and associated compliance actions.
  9. Prepares monthly reports on funded and non-funded project statuses.
  10. Coordinates closely with engineering department to ensure timely completion of grants
  11. Maintains accurate and organized records, databases, systems, and files. Tracks activity, develops plans and submits documentation on time.
  12. Performs other duties as assigned.

QUALIFICATIONS

Required:

  • Experience obtaining grants or administration of grants
  • Bachelor’s degree in business, public administration, accounting, or other relevant area.
  • Orequivalent combination of training and experience which provides the required skills and abilities.

Preferred:

  • Experience working in public sector environment

LICENSES REQUIRED

  • Valid Washington State driver’s license is required.

SKILLS AND ABILITIES

  • Knowledge of basic accounting principles and procedures.
  • Ability to write concisely and persuasively in order to obtain appropriate funding.
  • Ability to build effective relationships with funding agencies.
  • Ability to collaborate with a wide variety of personalities and departments in order to maintain progress on projects.
  • Ability to prepare meaningful informative reports.
  • Knowledge of procurement requirements.
  • Applicable local, state, and federal laws, rules, regulations, policies, and procedures related to grant administration.
  • Knowledge of project management, time management, group dynamics, and complex tracking methods.
