Heartshare is seeking a strategic and results-driven Chief Program Officer (CPO) to provide visionary leadership and operational oversight for its residential and clinical programs serving individuals with developmental disabilities. Heartshare’s Developmental Disabilities (DD) Services division is one of the agency’s largest programs, generating over $100 million in annual revenue and operating over 60 residential sites across New York City. This expansive network provides essential support that empower individuals with developmental disabilities to live with dignity, independence, and purpose. 

Reporting directly to the President and Chief Executive Officer of Heartshare, the CPO for Residential and Clinical Services is a key senior executive accountable for the financial performance, strategic development, and regulatory compliance of these programs. The CPO will drive efforts to stabilize and optimize residential operations, including IRAs, ICFs, and supportive apartments, and drive innovation and expansion while ensuring the delivery of high-quality, person-centered services. You will also provide executive oversight of our Article 16 Clinic operations to ensure high-quality service delivery, regulatory compliance, and continuous improvement in audits, investigations, and clinical practices. This position requires strong data fluency, budgetary oversight experience, and a track record of driving operational improvements in complex service environments. 

Primary Responsibilities and Essential Functions of the Position

Strategic Leadership and Oversight

  • Partner with executive leaders to set the strategic direction for Residential DD and Clinical Services, with a strong focus on stabilizing and strengthening residential programs, including Supervised IRAs, Supportive IRAs, and ICFs.
  • Lead efforts to improve program performance by using data to drive decision-making across residential and other services.
  • Build divisional leadership capacity around data fluency, reporting accuracy, and financial accountability; support directors and managers in understanding and responding to key performance indicators.
  • Provide strategic leadership in the development, management, and oversight of the division’s annual operating and capital budgets, ensuring fiscal responsibility, alignment with organization goals, and compliance with regulatory and funding requirements.
  • Represent the agency with Office for People with Developmental Disabilities (OPWDD), CCOs, and provider networks; maintain strong working relationships with regional and state partners, families, and advocates.
  • Identify and pursue opportunities for program innovation (for example, new sites and smart homes), funding diversification, and improved outcomes.
  • Monitor intake trends and referral pipelines to anticipate program capacity needs and inform strategic planning.
  • Supervise senior staff and contribute to a culture of transparency, accountability, and continuous improvement.
  • Maintain a high level of responsiveness to the diverse cultural and linguistic needs of individuals and families supported by Heartshare.
  • Participate in Inter Agency Council meetings and collaborate with member organizations to promote awareness and advance advocacy efforts for developmental disability programs and services

Residential Operations

  • Oversee the intake and admission process for individuals entering DD Residential programs, ensure intake procedures remain compliant with OPWDD regulations and reflect best practices in person-centered planning.
  • Collaborate with program leadership to ensure smooth transitions and appropriate placement based on individual needs and service availability.
  • Oversee residential budgets, staffing models, occupancy rates, and financial reporting, identifying opportunities for cost containment and improved resource use.
  • Ensure program compliance with OPWDD regulations, Medicaid billing requirements, HCBS waiver standards, and Justice Center oversight.
  • Lead external audits and site visits, including OPWDD reviews, accreditation surveys (e.g., CQL, CARF), and other compliance inspections.
  • Utilize data to inform planning, service delivery, and management across all programs.
  • Participate in trainings and state-mandated sessions related to regulatory updates, emerging trends, and evolving service delivery models for individuals with intellectual and developmental disabilities

Residential Real Estate Development

  • Lead the strategic planning and execution of real estate development projects related to new residential homes, renovations, accessibility upgrades, and facility optimization.
  • Collaborate with internal departments, such as fiscal and capital projects, and external partners, including real estate agents, architects, contractors, community boards, and government agencies, to ensure projects meet regulatory and operational needs.
  • Support long-term capital planning, budget oversight, and timelines for real estate initiatives aligned with residential programmatic growth

Clinical Operations

  • Provide leadership and clinical oversight for Article 16 services, including psychology, social work, occupational therapy, physical therapy, speech therapy, and related disciplines.
  • Ensure high-quality clinical service delivery, compliance with all regulatory and billing requirements, and adherence to best practices in therapeutic support.
  • Partner with the VP of Clinical Services to develop strategies to increase clinical capacity, improve service access, and optimize clinic operations.

Qualifications

  • Minimum Education: Bachelor's degree from four year college or equivalent.
  • Preferred Education: Master’s Degree in Human Services, Public Administration, Health Policy, or related field preferred.
  • 10+ years Residential Services experience in human services with demonstrated record of improving financial and operational performance required.
  • Knowledge of OPWDD regulations, Medicaid rate structures, and residential reimbursement methodologies (e.g., ICF, Supervised IRA, HCBS Waiver).
  • Proven experience in managing and optimizing multi-million-dollar program budgets and staffing models.
  • Strong grasp of data systems and performance metrics; able to use analytics to guide decision-making
  • Familiarity with CARF/CQL and continuous quality improvement frameworks.
  • Proficiency with Paycom, NetSuite, or other HRIS/ERP systems is a plus.
