The Center for Collaborative Education is seeking an experienced and detail-oriented Program Manager to lead the implementation and management of a student support program designed to enhance the success and retention of community college students. The program will undergo a rigorous evaluation through a randomized control trial (RCT), conducted by an external evaluator.

This is a full-time position that reports directly to the Director of Programs. Candidates must be located in the Los Angeles region as the role requires regular in-person engagement with participants and partners. The role will be able to work from home when not working in the field. Occasional travel outside of the LA region may be required.

Responsibilities of the Program Manager
The Program Manager will be responsible for program execution, student recruitment for the RCT, managing student program data, ensuring compliance with evaluation protocols, and facilitating collaboration between internal teams and external partners. The specific tasks for which the Program Manager will be responsible include the following:

Program Management:

  • Oversee the implementation of the student support program, ensuring it aligns with established goals and timelines.
  • Coordinate daily operations, ensuring smooth program delivery across all phases.
  • Develop and maintain a program management plan, including timelines, key milestones, and risk management strategies.
  • Lead and coordinate communication between staff, stakeholders, and community college partners.
  • Ensure that program participants and activities comply with institutional policies and funder requirements.
  • Prepare regular reports and updates on program progress for stakeholders and leadership.

Student Recruitment for the RCT:

  • Collaborate with the external evaluator to develop and implement a recruitment strategy to ensure a sufficient and representative sample of students for the randomized control trial.
  • Collaborate with community college staff and administrators to identify and reach eligible student populations.
  • Organize information sessions, marketing campaigns, and outreach efforts to recruit students into the program and RCT.
  • Support the informed consent process.
  • Work with the external evaluator to support tracking and monitoring of recruitment metrics to allow for adjustments to outreach strategies as needed to meet recruitment goals.

Data Management & Reporting:

  • Design and maintain systems for tracking student participation, outcomes, and program metrics.
  • Oversee data collection processes, ensuring accuracy and confidentiality of student data in compliance with FERPA and other data privacy regulations.
  • Manage the integration of student support data into a centralized database for ongoing monitoring and analysis.
  • Generate reports and dashboards to track program performance and provide insights for decision-making.

Collaboration with External Evaluator:

  • Act as the primary point of contact for the external evaluator conducting the RCT.
  • Work closely with the evaluator to implement data-sharing protocols and randomized assignment procedures.
  • Ensure the program's implementation adheres to RCT design requirements, including randomization of participants, treatment group assignments, and control group protocols.
  • Coordinate logistics for evaluator site visits, data access, and communication needs.
  • Assist with the preparation of materials and data required by the evaluator for ongoing analysis and final reporting.

Qualifications
The successful candidate for the position of Program Manager should have the following qualifications, knowledge, and skills:
 

  • Education: Bachelor’s degree in Education, Public Administration, Social Sciences, or a related field. Master’s degree preferred.
  • Experience: At least 3-5 years of program management experience, preferably in an educational or social service setting. Experience managing programs subject to evaluation, especially randomized control trials, is highly desirable.
  • Technical Skills:
    • Proficiency in program management software (e.g., Asana, Trello, Microsoft program).
    • Advanced skills in Excel or other data management tools.
    • Experience working with student information systems (SIS) or CRM platforms.
    • Familiarity with data privacy regulations (e.g., FERPA).
  • Analytical Skills: Strong attention to detail in managing program data and reporting.
  • Interpersonal Skills:
    • Excellent communication and interpersonal skills, with the ability to engage with a wide range of stakeholders.
    • Experience collaborating with external partners, including evaluators, funders, and institutional leadership.
    • Proven ability to manage multiple priorities in a fast-paced environment.
  • Preferred Qualifications:
    • PMP (Program Management Professional) or CAPM (Certified Associate in program Management) certification.
    • Experience working in community college settings or with student support programs.
    • Familiarity with randomized control trials and/or other experimental evaluation methodologies.

Salary, Benefits, and Location

CCE offers a competitive salary as well as health and dental insurance; generous paid time off including sick time, vacation days, floating holidays, and personal time; 403(b) with employer match; flexible spending accounts; and internet services and cell phone subsidies. The salary range for this position is $75,000 to $85,000 based on skills and experience. This position requires being on site in person at least 50% with virtual flexibility based on job needs. CCE offers a virtual (work from home) office environment with travel on occasion (up to 10%).
